We, China Petroleum Pipeline Material and Equipment CO.,LTD., as the authorized tendering agent by Tenderee, hereby invite your company, which is already on the Approved Vendor List of BGC, to submit a bid for HDD Crossing Pipe required for BGC 48" Export Pipeline and Two 28" Spurline Pipelines and Associated Works.

1. Tendering Conditions
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid.
2. Project Overview and Tendering Scope
2.1. Project overview:
Project Name:***" Export Pipeline and Two 28"Spurline Pipelines and Associated Works
Owner:***(BGC)
48-inch buried pipeline (WT = 14.27 8mm/15.88mm, API 5L Gr. X42 PSL 2 Sour) accompanied by two 96-core optical cables, with a length of 53 kilometers, a design pressure of 17 barg, crossing the railway and the Basra Canal respectively, as well as asphalt roads and existing facility pipelines. It is expected that there will be 9 locations for pipe jacking crossings.
28-inch CS-8 to Tie-in buried pipeline branch line (API 5L Gr. X52 PSL 2 Sour, 8.74mm/9.53mm, design pressure 17 barg) accompanied by two 24-core optical cables, approximately 1.95 kilometers long.
28-inch CS-7 to Tie-in buried pipeline branch line (API 5L Gr. X52 PSL 2 Sour, 8.74mm/9.53mm, design pressure 17 barg) accompanied by two 24-core optical cables, approximately 2.30 kilometers long.
Three hot tapping operations for the 40-inch to 28-inch size change.
Two valve chambers and two 28-inch permanent pigging launchers and receivers.
One horizontal directional drilling (HDD) with a length of approximately 1,214.2 meters (width of the MOD is 924 meters).
Internal modification of the existing solid-liquid separator in the NR NGL station and tie-in work during the shutdown period.
Remote Terminal Unit (RTU) system, solar power system for valve chambers, and leakage detection system.
2.2. Scope:***o be procured by the present Tendering, please refer to the below.
Detailed tendering scope and technical requirements refer to Attachment 1 Technical Documents.
If there is a contradiction between the specification and data sheet, the data sheet shall prevail.
3. Requirements For Bidder
(1) Bidders shall be manufacturer or agent/trader and in accordance with the Owner’s short list and shall have the status of an independent legal entity, be independent in legal and financial aspects, operate legally and be independent of the purchaser (procurement implementer).
(2) Bidders of manufacturer are required to provide valid ISO 9000 Quality Management System Certification. If the bidder is an agent/trader, he must provide the above-mentioned certificates and documents of the HDD Crossing Pipe manufacturer, as well as the bidder"s own ISO certificate and relevant qualification documents of the enterprise.
(3) financial requirements:
The bidder shall undertake in the bid to provide audited financial statements for one year (2023) prior to the issuance of the LOA, after passing the commercial and technical evaluation (calculated from the year of establishment if the establishment date is later than 2023). The financial report of the bidder shall be evaluated by the tenderer. If the bidder is found to have the risk of bankrupt or unable to perform the contract, the tenderer has the right to cancel its bidding qualification or not award the contract.
(4) Reputation requirements:
(applicable to bidders in China):***e listed in the list of seriously illegal and untrustworthy enterprises or the list of persons subject to enforcement for dishonesty on the National Enterprise Credit Information Publicity System (http://gsxt.****.cn) and the Credit China website (creditchina.****.cn).

The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
